Why have oars pinned in their oarlocks ?
- They do not pivot. The rower can not -feather- the oars on backstroke
The blades stay perpendicular to horizontle. Making it easier to row.
- They stay put in the oarlocks, not moving in (together) or out. Making it easier to row.
They are not less expensive, just easier to use for a beginning rower.
They are commonly used by fishermen in small boats,
as the oars will stay ready to use if the fisherman turns loose of the oars to deal with his fishing rod.

Note the paint on the oar is at 1 foot intervals, the bottom triangles are at 6 inches.
This is so the oar can be pulled out of its socket and used to determine the depth of water in shallow areas.
